GRADED HOMEWORK ASSIGNMENT

Since this assignment is graded, you may not consult with other students. Doing so is considered cheating and will be dealt with as such. I will be happy to help with any problems you are having. If you use Excel, you must give me an electronic copy (floppy disk or email attachment). Write your name on the disk or state your name in the email. Remember, I don’t know who sexygal@aol.com is! Excel users do not have to show unsuccessful trials. You must, however, use row 2 to label what each column represents. If you do not use Excel, all unsuccessful trials must be shown as well as the final (successful) one. If you are assigned the Hamilton method, there are (obviously) no trials to show.

Here are some helpful Excel commands:

* is the multiplication sign

/ is the division sign

ROUNDDOWN(A4,0) rounds the contents of cell A4 down so that zero decimal places remain. In other words, cell A4 is rounded down to the nearest integer.

ROUNDUP(C11,0) rounds the contents of cell C11 up to the nearest integer.

ROUND(B12,0) rounds off the contents of cellB12 to the to the nearest integer.

GEOMEAN(5,6) returns the geometric mean of 5 and 6.

C8-TRUNC(C8) returns the decimal part of a number. In other words, if C8 is 17.045, this command will give you .045.

IF(A1<C1,D1,E1) will give you D1 if A1<C1 and will give you E1 if A1³C1

SUM(B3:B22) adds up all the entries in cells B3 through B22.

Remember that any formula you type on the entry line must begin with =

When you click on the year, a window will pop up giving you the option of saving the file. If you are not working on your own computer, make sure you have a floppy disk with you so that you can save the file on it.

Keep in mind that the Constitution requires that every state have at least one representative.

So, if you are trying to apportion 375 seats and you see three states have quotas that result in no seats, apportion 372 seats instead and then, as your final step, give those three states one seat each.
